EA have released the system requirements for the forthcoming The Sims 4 Create-A-Sim demo. The minimum requirements are as follows:

Although there are still no official requirements released for the Sims 4 game itself, these could be considered indicative if you want to start computer shopping (particularly with language like “custom content and saved games” left in there, it seems like these might be a copy-paste of the current draft of the final game requirements). However, if you are thinking of buying a new computer just for The Sims 4, it’s definitely best to wait for the official confirmation of the actual game’s final system requirements first!
